NWS Waste Management System

The Waste Management System software is based on the Newcastle Weighing Service windows based Waste Management program.

It is used to record, monitor and report the movement of waste and recyclable products through the site. The software has been written to operate on an IBM based or industrial computer and operates under Microsoft windows 3.11, Windows 95 or Windows NT. A copy of one of our standard waste management system manual and reports are included with this proposal. NWS has installed and commissioned over 50 waste management sites throughout Australia and Our experience in waste management is extensive.

WASTE RECEIPTING UNIT
The receipting unit consists of a computer, cash draw with removable inserts, receipt printer, alphanumeric keyboard, colour monitor, modem and scale interface.
The system will cater for the following transaction calculation types:

FIXED COST TRANSACTIONS
Where a fixed cost is charged for a load.

WEIGHT TRANSACTIONS
The vehicle is weighed in and out to determine the net weight of the load (this is called dual weighing). The system supports stored tares for vehicles, in this case the vehicle gross weighs into the site and the stored tare weight will be retrieved and will complete the transaction (this is called single weighing). The stored tare weight can be updated at any time by allowing the stored tare vehicle to carry out a dual weighing and updating the vehicle on the tare transaction.

CUBIC CAPCITY
The cubic capacity of the load is estimated by the operator and entered to complete the transaction.

The Cash Receipting Units will cater for the following types of transactions:

RECEIPT OF WASTE
This type of transaction will cover receiving waste into the site. The waste can be green, recyclable, mixed, building or any other type of waste that is set up on the product database. The waste can be charged as a fixed cost per load, cost per tonne or a cubic capacity.

SPECIAL RECEIVALS OF BURIALS
Any transaction can have a special cost applied to it, by placing a cost in the product special costing field. This transaction type is typically used for medical, military or deep burial. This transaction type is always weighed. If the vehicle is known to the system, then the operator can complete the transaction using the stored tare weight or request that the vehicle use the outbound weighbridge to complete the transaction. If the vehicle is not known to the system, the transaction must be completed on the outbound weighbridge.

CHARITIES WASTE DISPOSAL
Charities are normally not charged for dumping waste, although the amount of waste delivered and the costing is still recorded by the system. The system will permit the costing on the ticket to be hidden for charity customers by de-selecting the ìShow Cost on Ticketî check box field in the customer database. NOTE - this box may also be used for customers who do not want the driver to see the costing.

REMOVAL OF PRODUCTS FROM SITE
The system will determine the direction of the product from the ìProduct Typeî field in the product database. Waste is received into the site if the product type is putrescible, non putrescible, recyclable or processable. Waste is removed from site if the product type is purchased or scavenged.

SALE OF RESOURCES
This transaction type is used to sell resources by volume. The sales attendant will provide an invoice for the product type and volume. This invoice is entered at the gatehouse and the cost will be calculated by the product type (sq m) * volume. A discount table is provided for each product type that will permit discounting of bulk purchases.

TRANSFERS
This transaction type is used to transfer product from a receival area to the tip area.

PURCHASE PRODUCT
This transaction type is used to sell recycled or processed Product. The vehicle will tare into the site and gross out with the load.

DELETE LOAD
The operator can delete a load from the system in the event of a problem. eg If the driver decides that the cost of dumping this load is excessive after the ticket has been printed. Refund for deleted transactions are catered for in the system.

EDIT LOAD
The operator can correct a transaction after the transaction has been completed. A new ticket will be raised to supersede the original.

VISITORS LOG
Visitors can be logged into and out of the site.

PAYMENT TYPES
THE FOLLOWING PAYMENT TYPES ARE SUPPORTED FOR ALL TRANSACTIONS

ACCOUNT CUSTOMERS
The system will permit an account customer to be used for any type of transaction. The transaction amount will not be rounded for account customers. The system will treat a transaction as an account transaction if the Customer ACCOUNT radio button is checked and the account number is available. Account customers have a CREDIT STOP and BAR FROM SITE check box. If either the CREDIT STOP or BAR FROM SITE options are checked the customer will not be permitted to unload on this account. The customer will have to be entered as a cash or cheque.

CASH
The customer will be paying by cash. The system will calculate the amount owing and the operator will enter the tendered amount. The screen will display the change required, open the cash draw and print a ticket for the load. The cash float will be incremented by the amount owing. The system will treat the transaction as a Cash transaction if the Customer CASH radio button is checked. The cash amount will always be rounded down to the nearest 5 cents.

CHEQUE
The system will ask the operator for a cheque number, cheque amount, bank account and branch. The cheque total in the draw will be adjusted by this amount. The system will treat the transaction as a cheque transaction if the Customer \"Cheque\" radio button is selected. The system can accept open cheques for a days transactions. In this case the customer will leave an open cheque at the gatehouse for the days transactions. At the end of the day the customer will return and complete the cheque amount based on the cheque summary supplied by the operator. NOTE open cheques will remain open until closed by the operator, this may be used over a number of days.

CHARITY
The system will not display any cash values on the tickets for charity payments. The system will maintain cost details on the transactions files so that the charity cost is known to council. Note: no rounding will apply to charity amounts. The system will treat the transaction as a Charity transaction if the Customer CHARITY radio button is checked. The SHOW COST ON TICKET check box should be left blank.

COUNCIL
Council jobs can be setup as a customer code for internal cost centers. The system will treat council jobs in the same manner as a standard account customer. The system will treat the transaction as a Council transaction if the Customer COUNCIL radio button is checked and the job number is available. The job number field can be left blank, in this case the operator will be asked to fill in the job number at the time of the transaction.

SHOW COST ON TICKETS
If this check box is selected, costing will be printed on all tickets for this customer.

TICKETS
Ticket are printed for all transactions. The layout will change slightly depending upon the payment and transaction type. Certain ticket types can be suppressed by setting the appropriate check boxes in the setup section. eg If no tickets are required for council vehicles then disable Council tickets.

TEMPORARY VEHICLES
The system permits vehicles to be created as they enter the site. The vehicle details are retained by the system until all transactions for the vehicle are purged.

STORED VEHICLES
The system permits the use of stored vehicles. For these vehicles the tare weight, default customer and default product type can be stored. The storage of all fields is not mandatory, if the field is left blank the system will request this field be completed when the transaction takes place.
This function can also be used to automate standard transactions such as cars with mixed waste. eg Create a stored vehicle called C. Assign the customer code to CASH and assign the transaction type to CAR MIXED WASTE.
When the operator enters C as a vehicle code, the system will load CASH as a customer, the CAR MIXED WASTE as a transaction type, the product and area are stored as defaults in the transaction type and will be retrieved and complete the remainder of the docket. Press enter to complete the transaction.

REPORTS
The system has extensive reporting facilities built into the system. This includes customer reports, product reports, account code reports, cheque reports, EPA monthly report, waste summary incoming and out going, chronological, incomplete, audit, manual transactions, etc. A sample of some of the reports are included with this proposal. The reports can be selected on a daily, weekly, monthly basis or between two specified dates. All reports stated in tender document are fully supported in our system.
The reports have filters that can be applied and configured by the user. The customer report for example has a filter on customer code, account code and payment type (Account, Cheque, Cash, Council, Charity). This allows the operator to select a particular customer or range and limit the report to only include the required payment types eg Customer range between SMIT and SMITH with payment types CHEQUE and CASH. This provides a very versatile reporting system. As stated earlier, the operator can add additional fields to be filter on.
Additional reports can be designed and added to the system using Seagate Softwares Crystal Reports report writing software. This product is not supplied with the standard system but can be supplied at an additional cost if required.

TRANSFER TO COUNCIL
The standard system will permit any report to be saved in a CSV (comma separated variable), Excel or Word format. This file can then be transferred to council for integration into their accounting system. This software can be installed the councilís administration building and allows the transfer of transaction and database information from the waste site to the council at predefined times. All reports can then be selected and printed at the council offices rather than the site. The databases can be edited at the council offices and transferred to the site. This will allow the supervisor at the council to add customers and change details without having to go to the site.

SECURITY
To operate the system, the operator must log in. All transactions will have the operator login name assigned to them. Access to areas of the program are protected by a password hierarchy of three levels. Operator will normally be issued with levels 2 or 3, the supervisor level will access all functions and allow new users to be connected.

UPGARDING
At any time the system can be upgraded to allow Two directional traffic. The software is designed and written by Newcastle Weighing Services Pty Ltd and can be upgraded to meet any requirements in the future.

WASTE RECEIPTING EQUIPMENT LAYOUT
The Waste Receipting system will consist of a IBM compatible computer, cash drawer, ticket printer, report printer and modem. The waste receipting system is connected directly to the weighbridge indicator.
